
Retrofitting homes is essential to reduce carbon emissions, tackle fuel poverty, and improve health—but many retrofit programmes struggle to engage residents. A new WM-Net Zero briefing note explores the social factors that influence whether people take part and identifies practical actions to increase uptake.
Drawing on the latest evidence and experiences from the West Midlands, the briefing shows that successful retrofit programmes depend on more than technology alone. Clear, accessible communication, trusted community partnerships, demonstrations such as show homes, and meaningful engagement before, during, and after installation can all help build confidence and participation. It also highlights the importance of tailoring approaches to residents’ everyday lives, reducing disruption, and presenting retrofit in terms of benefits that matter to households—such as lower energy bills, greater comfort, and improved health
